ويتمثل الهدف الثابت للسياسة الخارجية العمانية في التأكد من أن علاقاتها مع جميع جيرانها تُبنى على الصداقة والاحترام المتبادل وعلى التفاهم ومبدأ عدم التدخل في الشؤون الداخلية للغير.
تضم الدول المجاورة لسلطنة عُمان الجمهورية اليمنية وأعضاء مجلس التعاون لدول الخليج العربية والتي طورت السلطنة معها علاقات من التعاون الاقتصادي والأمني واسعة النطاق، مما ساهم بدرجة كبيرة في تحقيق الأمن المتبادل خلال فترة اتسمت بعدم الاستقرار الإقليمي.
وبالنسبة لسلطنة عُمان، يمتد مفهوم الجار إلى ما هو أبعد من الدول المجاورة مباشرة، ليشمل شركاء مهمين آخرين تعتبرهم عُمان دولا مجاورة بسبب قربهم النسبي وأهميتهم.
وبالتالي فإن كلا من إيران والهند وباكستان تعد من بين أهم الدول المجاورة لسلطنة عُمان.
قد يجد بعض الجيران أنفسهم، من وقت لآخر، في نزاع أو خلاف بين بعضهم البعض.
إن مبدأ حسن الجوار يتطلب من سلطنة عمان أن تفعل كل ما في وسعها، ليس للحفاظ على علاقاتها الجيدة مع جيرانها فحسب، وإنما أيضا لمساعدة جيرانها على التوصل إلى تفاهم والحفاظ على علاقات طيبة مع بعضهم البعض
وهذا الأمر مهم لعمان: فاستقرار الجار المباشر يعد عنصرا حيويا بالنسبة لأمن سلطنة عمان ولمستقبلها الاقتصادي على المدى الطويل.
لذلك فإن سلطنة عمان على استعداد دائم لمساعدة جيرانها من خلال توفير التسهيلات اللازمة لتيسير التشاور بشأن مختلف القضايا والاهتمامات.
