ELECTION OF THE KINGDOM OF MOROCCO TO THE UNITED NATIONS COMMITTEE AGAINST TORTURE
Morocco’s candidate, Mr. Abderrazak Rouwane, has been elected to one of the five vacant seats of the United Nations Committee against Torture (CAT) for the period 2022-2025, on 11 October, 2021, in Geneva, during the 18th Meeting of States parties to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
In competition with 10 other candidates, the Moroccan candidacy received 93 votes thanks to a significant mobilization of the entire diplomatic apparatus. The Moroccan expert will therefore sit for a four-year term, for the period 2022-2025.
The Moroccan candidacy’s success testifies to the confidence and credibility that the Kingdom enjoys within the international community and the importance of its role in the protection, respect and promotion of human rights. This is the 7th election of the Kingdom of Morocco to the United Nations’ human rights bodies in the last two years. The country is present in seven UN human rights treaty bodies.
The Kingdom of Morocco has long been committed to strengthening and promoting human rights, under the leadership of His Majesty the King, by initiating a long process aimed at updating its legal arsenal and creating national institutions working for the protection of human rights and the prevention of any form of torture or inhuman treatment.
The Kingdom of Morocco signed the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment on January 18, 1986 and ratified it on June 21, 1993.
The Committee against Torture is the body that monitors the implementation of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, adopted on 10 December 1984. It is composed of 10 independent experts “of high moral standing and recognized competence in the field of human rights”.
Mr. Abderrazak Rouwane, who has the necessary experience and competence in the field of Human Rights, has a great knowledge of legal and universal systems in this field.
During his professional career, he held the position of Secretary General of the Interministerial Delegation for Human Rights and was elected, on November 28, 2020 in Niamey, Member of the Independent Permanent Commission on Human Rights of the Organization of Islamic Cooperation (OIC).
تم انتخاب مرشح المملكة المغربية، السيد عبد الرزاق روان، ليشغل أحد المقاعد الخمسة الشاغرة في لجنة الأمم المتحدة لمناهضة التعذيب للفترة 2022-2025.
وحصد ترشيح المغرب 93 صوتا في منافسته مع 11 مرشحا على خمسة مقاعد في لجنة الأمم المتحدة لمناهضة التعذيب، وذلك بفضل تعبئة واسعة لكافة مكونات الجهاز الدبلوماسي، مضيفا أن الخبير المغربي سيشغل بذلك عضوية اللجنة لمدة 4 سنوات في الفترة الممتدة من 2022 إلى 2025.وجرت عملية التصويت، اليوم بجنيف، خلال أشغال الاجتماع الثامن عشر للدول الأطراف في اتفاقية مناهضة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة.ويكرس النجاح الذي حققه الترشيح المغربي الثقة والمصداقية اللتين تتمتع بهما المملكة في المجتمع الدولي وأهمية الدور الذي تضطلع به في حماية حقوق الإنسان واحترامها وتعزيزها. ويتعلق الأمر بسابع انتخاب للمملكة بهيئات الأمم المتحدة لحقوق الإنسان في السنتين الأخيرتين، وبذلك أصبح المغرب حاضرا في سبع هيئات تعاهدية لحقوق الإنسان بالأمم المتحدة.
كما أن المملكة المغربية قد انخرطت على الدوام في تعزيز حقوق الإنسان والنهوض بها، تحت قيادة جلالة الملك، نصره الله، من خلال إطلاق مسلسل طويل يهدف إلى تحديث ترسانتها القانونية وإحداث مؤسسات وطنية تعمل على حماية حقوق الإنسان والوقاية من شتى أشكال التعذيب أو المعاملة اللاإنسانية.
ووقعت المملكة المغربية اتفاقية مناهضة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة في 18 يناير 1986، وصادقت عليها في 21 يونيو 1993.ولجنة مناهضة التعذيب هي الهيئة التي ترصد تنفيذ اتفاقية مناهضة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، المعتمدة في 10 دجنبر 1984، وهي مكونة من 10 خبراء مستقلين “ذوي أخلاق عالية وكفاءة مشهود لها في مجال حقوق الإنسان“.ويتمتع السيد عبد الرزاق روان، بالخبرة والكفاءة اللازمتين في مجال حقوق الإنسان، ولديه دراية واسعة بالنظم القانونية والعالمية في هذا المجال. وخلال مسيرته المهنية، شغل منصب الكاتب العام للمندوبية الوزارية المكلفة بحقوق الإنسان، وانتخب عضوا في اللجنة المستقلة الدائمة لحقوق الإنسان التابعة لمنظمة التعاون الإسلامي بنيامي في 28 نونبر 2020.
