Tuesday 06 August 2024In a Communiqué issued following the meeting in Helsinki between the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Mr. Nasser Bourita, and his Finnish counterpart, Ms. Elina Valtnonen, Finland welcomed Morocco’s efforts through diverse initiatives launched under the leadership of His Majesty King Mohammed VI, to further peace, stability and socio-economic development in Africa, in particular, the Royal Initiative to facilitate access for Sahel countries to the Atlantic Ocean, as well as the “Atlantic African States Process
Finland also highlighted Morocco’s political stability, and welcomed the reforms carried out by the kingdom under the leadership of His Majesty King Mohammed VI, for a more open and dynamic Moroccan society and economy, notably through the new development model and advanced regionalization
This international recognition reinforces Morocco’s position as a key player in the region, and highlights the enlightened vision of His Majesty King Mohammed VI to enshrine the Kingdom’s central role at continental and international level
In this regard, Finland recognized Morocco’s key position as a gateway between Africa and Europe, its important role in the EU-Africa partnership at large, as well as its decisive contribution to the enhancement of regional cooperation and stability in the region, the fight against terrorism and cooperation on cross-border migration management
On the Moroccan Sahara issue, Finland deems the Moroccan Autonomy Plan as “a good basis for a solution” to the regional dispute over the Moroccan Sahara
“Finland considers the autonomy plan presented in 2007 as a serious and credible contribution to the UN-led political process and as a good basis for a solution agreed upon between the parties,” according to the communiqué, reiterating its support for the “political process aimed at reaching a just, lasting and mutually acceptable political solution”
Both ministers also expressed their common position on the exclusive role of the United Nations in the political process, reaffirming their support for the UN Security Council resolutions and the support of their respective countries for the efforts of the UN Secretary-General’s Personal Envoy, aimed at advancing this process
Finland’s new position is part of the momentum of international support for Morocco’s sovereignty over its Sahara and the Autonomy Plan, under Moroccan sovereignty, supported by many countries, under the leadership of HM King Mohammed VI, May God assist Him, in recent years

Nasser Bourita, et son homologue finlandaise, Mme Elina Valtonen, la Finlande a salué les efforts du Maroc à travers diverses initiatives lancées sous leadership de Sa Majesté le Roi Mohammed VI, pour promouvoir la paix, la stabilité et le développement socio-économique en Afrique, en particulier l’Initiative Royale pour faciliter l’accès des pays du Sahel à l’océan Atlantique, ainsi que le “Processus des États africains atlantiques
la Finlande a, par ailleurs, souligné la stabilité politique du Maroc et s’est félicitée des réformes entreprises par le Royaume sous le leadership de Sa Majesté le Roi Mohammed VI, pour une société et une économie marocaines plus ouvertes et dynamiques, notamment à travers le nouveau modèle de développement et la régionalisation avancée
Cette reconnaissance internationale renforce la position du Maroc en tant qu’acteur clé dans la région et met en lumière la vision éclairée de Sa Majesté le Roi Mohammed VI pour consacrer le rôle central du Royaume aux niveaux continental et international
La Finlande a, dans ce sens, reconnu le rôle stratégique du Maroc qui constitue une porte d’entrée entre l’Afrique et l’Europe et un acteur clé dans le partenariat UE-Afrique en général, ainsi que sa contribution déterminante au renforcement de la coopération et la stabilité régionales, la lutte contre le terrorisme et la coopération en matière de gestion des migrations transfrontalières
Sur la question de Sahara Marocain, la Finlande considère le Plan marocain d’autonomie comme “une bonne base pour une solution” au différend régional autour du Sahara marocain
“La Finlande considère le plan d’autonomie présenté en 2007 comme une contribution sérieuse et crédible au processus politique mené par l’ONU et comme une bonne base pour une solution agréée par les parties”, poursuit le communiqué, réitérant le soutien de la Finlande au “processus politique visant à parvenir à une solution politique juste, durable et mutuellement acceptable
Dans ce communiqué, les deux ministres ont également exprimé leur position commune quant au rôle exclusif des Nations Unies dans le processus politique, réaffirmant leur soutien aux résolutions du Conseil de sécurité de l’ONU et l’appui de leurs pays respectifs aux efforts de l’Envoyé personnel du Secrétaire général des Nations Unies, visant à faire avancer ce processus
La nouvelle position de la Finlande s’inscrit dans la dynamique de soutien international à la souveraineté du Maroc sur son Sahara et au Plan d’autonomie, sous souveraineté marocaine, portée par de nombreux pays, sous l’Impulsion de Sa Majesté le Roi Mohammed VI, que Dieu L’assiste, durant ces dernières années
